The SEN Team has been transferring children and young people from Statements of SEN to Education, Health and Care Plans since 1 September 2014 and this task needs to be completed for all children and young people by 31 March 2018.  Please read this communication from Achieving for Children (AfC) about plans that have been put in place to achieve this.

Transfer of Statements of Special Educational Needs and Disability (SEND) to Education, Health and Care Plans (EHCP)


Transfer Review

A Transfer Review is simply an EHC Needs Assessment for those children who already have Statements of SEN and it is our expectation that all children with a statement will be transferred to an EHC plan unless there has been a change in their circumstances which means they no longer need the same level of support.

In a letter to all local authorities dated September 2017, Robert Goodwill MP, Minister of State for Children and Families has stated:

“It is also important to note that any statement of SEN for which a transfer review has not been completed by 31 March 2018 will continue to remain in force from 1 April 2018, until a transfer review has been completed and a decision is made about future provision. This ensures that children and young people who have statements, for which a review has not been completed by 31 March 2018, do not lose support. For these children and young people, local authorities will remain responsible for ensuring that provision in their statements is met.”
